GBCPA's History GBCPA was formed as a result of a Corps of Engineers project to build a 25-foot high levee, 100-feet wide with a roadway on top, along the Bay waterfront from Morgans Point to Kemah. Bayfront property owners and others were alerted. Opposition was organized and the incredible proposal was defeated. At that time, the need was recognized for some organized body to be on the watch for attempts by anyone threatening the Bays fragile environment, and GBCPA was born.
Our Projects
GBCPA Is Reactivated Since its re-activation only two years ago, GBCPA has continued its tradition of citizen activism and successes. Two major successes in 1998 led by GBCPA have been winning a three-year re-study of the Clear Creek channelization project and forcing an Environmental Impact Statement for the proposed Ned. S.
